Chance Calculation

Here we will explain how the Chance Proc system works.
Many skills have a percentage chance to proc their effects.
As weapons have different fire rates in the game the chance of proccing is also adjusted to reflect this.
This formula only affects Attack and Victim skills as only those are caused by weapons.
It boils down the higher fire rate guns lower the proc chance, lower fire rate increase the proc chance.
Shotguns lower it even harder because they fire multiple bullets who can all proc seperately.
The proc chance of a skill will not go below 5% unless a skill demands it to be lower, in which case it won't be adjusted.
